I actually don't think this was introduced until Marshmallow (5.0), and not all device manufacturers supported it from the get-go.
To answer your next question - if that device is on 4.4.4 and still hasn't gotten updated to 5.0, there likely is no official update to a newer OS for that device. You would need to explore the 3rd-party options, but that is only a band-aid as those options will run dry sooner than later and you'll need to be looking at replacing the device.
