It's not that simple - the server you're downloading from has to handle the "resume" protocol. You can have all the buttons you like on the phone, but if the server you're downloading from doesn't handle it, when you connect again and hit the resume button, the server starts sending you the file from the beginning.

And any download manager (in Play) does "resume". Just download one and use it for downloads. (Even on a PC, there's no "resume download" program - programs like Download Manager are used for that.)
