why google play app will not display 'open' button after 100% successfully downloaded

[Android Central Question]

Shows any app at 100% download and use to change the install button changes to open. Now, shows x after 100%. If I hit the X it displayes the install button.
If I close the app, nothing, have to do a soft boot of phone. Also, I have to go to play store to find an app, as not showing in all apps.
Yes, I have cleared the cache.
Yes I have force stop, delete, reinstall, no change.
Just did a factory reset, still same problem.

Welcome to Android Central! Which phone? Did you clear the cache data for both the Play Store app and Download Manager?

I have the same issue here. Galaxy S8.
Cleared cache of Google Play, download manager, service framework. Did a full factory restore. Still same issue. Download works but install doesn't. If I leave it alone for free hours, apps will finally get installed. Started around 2 months ago

Welcome to Android Central! What if you temporarily uninstall updates to the Play Store app? Does the factory-installed Play Store version install apps appropriately?
