Why can't I enter voice text offline?

I have a Galaxy S10e, upgraded from a MotoG3. On the MotoG, I could voice-enter text or notes into my calendar or other reminder apps even when i when I was not connected to WiFi (I rarely use data). On the S10e, it appears I HAVE to be connected in order to use voice; kind of a nuisance compared to what I'm used to. Can this be fixed? (Also, the MotoG was WAY better at recognizing what I was saying than the S10e is, but I can live with that.)

Are you using Gboard? If so, go to its settings and select Voice Typing. Make sure Faster Voice Typing is turned on (which means the voice data is downloaded to the phone).
