factory reset results in no space message

Hi all. I have a chinese produced softwiner evb tablet and I did a factory reset. This set it back to chinese language which was easily rectified. However when I try to install any apps I just get the message 'no storage space'. In storage settings the device says 'internal storage: 0.00B, Apps 36.95MB'. Then 'Total space: 2.21GB, Available: 2.21GB'.
It will not let me download and install anything at all. In addition, every time I power down or restart it reverts back to chinese and I have to reset language, keyboard etc all over again. Anyone got any ideas? All advice would be welcome

As an addition: I have also tried to set the install to sd card with command prompt in SDK:- ADB Devices. ADB setinstalllocation 2, neither of which has any effect.

EDIT: I have now cured this problem by flashing a different rom to the device (this has given more problems, but that is another story)
