Droid 2 Data Problem

I have a friend who has a CLN Droid 2 from Verizon (Haven't shipped the other back yet) At his house he got 1x Service on the old device, on the new phone he sees no data service, even where we get 3g in our area, he gets no data connection at all.

WiFi works fine.

Any ideas what's going on? I suspect it's a setting, but I'm out of town and not there to fiddle with his phone so I'm gonna have to walk him through the steps. (I'm on a Droid 1, and my data works just fine everywhere in our area 1x/3G)
