How do I change which apps appear in the choose an action menu and complete action with menu?

How to change which apps appear in the "choose an action" menu and "complete action with" menu

The file browser app has disappeared from my list of options for "choose an action". So I can't add files anymore when I try to put attachments in emails etc.

I wonder what causes aps to appear or not appear on this list and how to edit it so I can put the file explorer back.

Also if there is a way to edit the similar "complete action with" that would also be helpful.

Welcome to Android Central! Which device? I would think that this is coded into the app. But maybe you could try wiping the system cache partition--we need to know which device, though.
