Google Playstore Search Filter Criteria

I typically search for an app in the Playstore on my desktop PC; I do so in a browser without cookies enabled, and without being signed in to my Google account; I also make liberal consistent use of browser history/track erasers, i. e., I doubt aside from my MAC address whether Google would know what kind of an android device I have; and I use my ISP router/modem's wifi when I turn on my android device (no phone data plan).

While a desktop search regarding Google's Playstore app search filter criteria gives a certain amount of information regarding how Google does so when an android device is used for the search, none of the hits re a PC use speaks to just what determines what apps appear in what order, i. e., when there are multiple apps that serve the same function, what determines what the 1st, 2nd, etc., order is.

Anyone have this figured out, i. e., does the first app have more positive reviews, or does the developer pay Google to put their app at the top, etc.,?
