Not sure how you did this, (maybe a cleaner app?), but all these "com" type apps are System apps... meaning they belong to the OS. If a phone restart, or factory reset doesn't fix it, then you're going to have to reinstall the OS. If you need to reinstall the OS, then you could flash it with Kies or Odin providing you have the right files and you know what you're doing. If you don't know how to flash the files, I'm not going to explain it here... too much work. Your best bet is to visit your carrier, or a repair shop, to see if they can help you.

As an aside, My Note 4 doesn't have "com.android.setting"... is the name correct?
