Welcome to Android Central! Do you mean that the battery charges up to a certain percentage, then doesn't keep going up? Does the battery life seem otherwise normal? If so, the battery software may just need calibration. Charge up for 5-6 hours (which should get most batteries to 100%), then use it until it shuts off. Charge back up again for 5-6 hours, and repeat the cycle 3-4 times.

If the calibration doesn't work, then I'd suspect the battery is shot.
