my cousin was playing with the tablet and this happend

can anyone tell me how to change it back to how it was

Welcome to Android Central! TalkBack might be turned on. Is it speaking to you as well?

If TalkBack is on, then use two fingers to swipe instead of one, and double tap instead of single tapping. Go to Settings>Accessibility to turn off TalkBack.
