Phone not making notification sound when I receive text?

I have a Samsung Galaxy S7 and every notification setting, etc. that I can think of is on and normal for receiving the text notification sound. But when I get a new text, it never makes the sound. I like no sound when my phone is on silent but when it isn't on silent I would like to hear the notification sound.

Any help to walk me through this would be appreciated.

Which version of android?
Which carrier?
Which SMS app?

Is this only when you have the Messaging app open to that conversation thread? Or even when you're on the homescreen or some other app, or when the phone is asleep?
