Third Party Apps are unable to send sms

I am able to send messages to anyone but third party apps like google pay and other payment apps show error " unable to send sms"
But when I click on the "resend sms" option manually, then the message is send.
Thus I'm unable to verify my no. on google pay, phonepe and other sites. Please help.

Make sure mobile data is enabled and WiFi is disabled when you're doing it.

Welcome to Android Central! Go to Settings>Apps and select Google Pay, then Permissions. Is Phone permission turned on?

you may need to change your SIM. I faced a similar issue and tried permissions, clearing cache, uninstall of apps, factory reset of phone, upgrade to latest version, make google messages the default etc. finally I got a new sim and voila it worked.
