Article just releases on Google news with the Android head talking about how he wants more consistency of android across all of the phone platforms. Do you think there's a good chance they start conducting their business in an apple-esk type of way

nothing to do with apple.

people get angry over their carrier not keeping their flavor of android up to date and that is where they want more consistency.

It only makes sense. Consistency is what we pay for. We don't want our devices to become obsolete within a few months

Exactly as stated above. The OEMs want their devices to stand out and are given that opportunity by having an open platform.

If Google was to lock Android down or tell the OEMs how it is supposed to look, I could see them not using Android, or at least some of them anyway.

Google loses in that situation. Sure, he said that they would like to see it consistency, but it won't happen any time soon.
