Switching off WiFi = No Data until I go into airplane mode? [Solved]

I've noticed that if I turn off WiFi, I would see it says LTE near the connection bars but there is a small X in the bars and if I try to go to any website in Chrome there is no internet until I restart the device or put it in airplane mode for a bit then turn airplane mode off then the data works but the X still appears in the network signal bars even though the internet/data is back. It won't go away until I reboot.

I went into developer settings and the option to keep data alive while on Wifi for Faster network switching was on (by default)

Voice calling always works

I'm on the latest July update but this has been happening even before.

Anyone else faced this?

Just did a factory reset to see if it changes anything
