"Animations" keep getting disabled!

So I noticed that when I +1 a post in Google+ that it's going really fast, not the lift up and bounce motion like it normally does.

I had this happen one time on my Galaxy S3 and found out that "Animations" in the Developer Options was disabled.. ticking it off to enable it fixed the bouncing in Google+. This also effects the sliding away of notifications on the bar..

I am seeing this happen on my HTC One, yet Animations KEEPS disabling itself randomly. Anyone else seeing this?
