Error: Authentication is required on Goolge Play Store .. even after Full factory reset!

I can't seem to get my son's new M8 set up to use the Google play store. He has a Google account through his high school which seems to work fine as mail, calendar and you tube all work fine via his new M8. However, the play store will not allow him to get any apps. It always says "Error: Authentication is required You need to sign into your Google Account."

None of the "easy to find" fixes work. I have multiple times been through the "clear play store data, clear Google services data, remove amount, reboot"{ steps multiple times in every conceivable order. No help. I did a full factory reset, no help.

Ah, what next?

Open Google Play Store, swipe in from the left, and tap My Account. Is there a valid payment method associated with the account? If it's an account through the high school, it might not have a valid payment method, in which case you might not be able to purchase anything (or even get anything free).
