nfc always on, notification bar not working, navigation bar not working

Basically what it says in the Title. Every time I try to turn NFC off in the settings, it turns back on again. The notification bar slides down but only reveals time, settings and a Pencil Icon. The navigation bar responds with the "click" sound, but only the back button works. What is wrong with my phone?

Do you have anything that might force NFC to be on (Android Pay or something that would use it)? You might have an app preventing the NFC toggle.

Also, what phone are you using?

Android Pay is indeed on this phone. The phone is an LG K10.

I did a factory reset after backing up my data. The phone is working again.
