My room is quite dark at night (pre-dawn, when I sometimes wake up) with the lights off. I believe this is a bug. If it is by design, then perhaps someone can explain the rationale then.

Hmm - well you have to define "very dim". From what I've seen, the 4 bottom soft buttons are either on or off. I have not discerned any varying degrees of illumination. When its on, it isn't particularly bright at all. Certainly not bright enough to cause any sort of distraction.

If it isn't a bug, then I fail to come up with a good reason why HTC would do this by design. It is not a major inconvenience, but it is still an inconvenience nevertheless.

Yes - mine only light up when its dark as well. When I get up in the morning, it is still generally dark in my room. I reach for the phone even before I get out of bed (to shut off the alarm). That is when I noticed that the lower 4 buttons were not coming back on.
