In the time and date settings uncheck both the automatic time and the automatic time zone options. Then you can manually select GMT + 1 and the time you want. Shouldn't change by itself anymore.

Try to check in settings - device - accessibility. There is an option to turn off all sounds, including voice. But then all other sounds should be turned off as well, which I am not sure is your case.

They update automatically but not continuously. You can set the frequency of the automatic updates in the app's settings. I don't know about the steps tracker, but Accuweather has a 1 hour interval as the most frequent update.
