I actually want the opposite effect of that slider. I want it to show ONLY while screen is off. The way this is set up, I get the edge flashing for notifications even while I am using the phone which I don't really like. Flashing only while the screen is off would be preferred.

Download an app called Glimpse Notifications. You can specify any app or notification to wake the screen for edge lighting purposes.

Did you try downloading Glimpse Notifications? I really think that will help you with this one.
