If the app is in your app drawer, long press it. It should pop up on your homepage. If your homepage has no room, it will install a second homepage, which usually can be accessed by swiping left or right...

What do you mean by "shortcut"? If you are talking app the app icon as put on the homepage of your Launcher, as far as I know, there aren't any" built in" launchers that allow this. However, "outside" launchers such as Nova Launcher allow it....
