In the People app, select the contact then click on Settings. There's an option "All calls to voicemail". That might be your best bet for a native solution.

App called "Blocker" works like a champ.

Not sure what carrier you're on, but I can block like 10 numbers on Verizon's website. You do have to add them back in every 30 days or something like that.
