Maybe restart the phone clear cache in recovery, my Note 9 got update for camera and performance

that's the first thing I did. I'll do it again later, but it's not going to do anything more. I cleared it 3 times. AutomateIt Pro force closes too.

I refuse to reset my device because their stupid updates screwed it up. they need to fix what they broke, collectively.

force stopped the camera app after clearing the external cache again 3x, makes no difference. if I clear the data it will reset my settings. if I can't access settings to reset them to my preferences then I'm screwed so won't wipe data.

It will reset setting , but app keeps crashing so do those steps

I'm on T-Mobile, which doesn't seem to have released ASI3 yet, even for the unlocked Note10s.

T-Mobile seems to have a history of testing more thoroughly than other carriers, and holding back on releases until they work properly. When the Note9 updated to Android 9, it broke the compass for about a month for most carriers. T-Mobile didn't release an update until that was fixed.
