lock screen question

Hello all, I was wondering why the note 2 lock screen doesn't have the short cut option like the holo app? Rather than having the short cut icons all at the bottom I wanted the option to scroll up, right, left. Exactly like the picture attached. Is this possible to set up without downloading any apps ?

Guess this cant be done. I thought this was standard with all the jelly bean videos I saw prior to release

Widget locker will do it, but that is an app download.
