Screen auto dim by itself (about 20%)

Just last couple of days I noticed the screen doesn't seem quite as bright when at 100%. Yes auto is off and tone adjustment is off and I have tried every adaptive display mode. I am running 4.4.4. Power saving is not on either. I thought it seemed a little bit dimmer so I held it up to a light and sure enough the screen brightness jumped up a good 15 to 20 percent. I took it away and it went back down. I can't find anything on the net about this. I know when power saving is on it would do this adjustment before, it's like it thinks it's on even though it is not. I checked all updates, power cycled the device no avail. Is this something built in to the system now or is something broke? It used to be full blast brightness (like it jumps to now when held up to a light) all the time when the brightness slider is all the way up. I am using the edge. Thanks for any info.
