Issue After Hard Reset

I just did a factory reset on my Samsung Galaxy s3, using the power/volume/menu button method. It cleared, but now the phone has been stuck on the flashing samsung screen for about 15 minutes. Is this normal?

No this isn't notmal, but you didnt need to do a factory reset that way. You could do it through the settings.
