Samsung galaxy s4 deactivated please help

Hi I'm new to android I have just got an S4 I went into the watch on app was setting it up then got this red screen pop up with error message I have attached a picture of it I can not do anything I have tried rebooting it turning it off and taking battery out nothing as soon as I turn it back on its the same thing sorry picture not straight
