Why does my Galaxy S5 Wi-Fi continue scanning even though the option is off?

Galaxy S5 Wi-Fi continues scanning even though option is off.

I have gone into the Advanced section of the Wi-Fi setting menu. I have unchecked Network notification, Keep Wi-Fi on during sleep, and Always allow scanning. Despite these settings when I return to the main Wi-Fi list, the system is still scanning for networks. Is there a way to actually disable this feature? Any help would be greatly appreciated.
