How to place an Outlook widget in the Home Screen Dock?

I want to create an Outlook widget in order to get the notification badges. I can get the widget onto the Home Screen as usual but I cannot drag it into the static Dock area at the bottom of the display.

Update: I downloaded both the Google Now and Action launchers but I couldn't get the Dock to accept the widget either.

Any ideas... ?

the only launcher i know that allows you to do that is apex launcher pro. there may be others as well
