Public Wifi Problems after updating to nougat

I have a Galaxy S6 on Cricket that has been having issues with connecting to public wifi ever since upgrading to Nougat.

In Marshmallow, whenever I tried connecting to a public wifi access point that redirects to a terms and conditions acceptance page before letting me on, I got a notification about that which, when clicked, directed me to that page where I clicked "accept" and was good to go.

But ever since upgrading to Nougat, I get no such prompt, and so can't use any public hotspot that uses that kind of login.

Secure wifi that requires a password works fine.

So far, I've tried both "forgetting" the public networks, and even factory resetting the phone. Both didn't work.

Any tips would be greatly appreciated.

Go to the App Manager, tap Menu>Show System, and make sure CaptivePortalLogin wasn't Disabled for some reason.

And if you get a connection like that again, run your web browser and go somewhere (anywhere - here, aol.com, anything). The login page should come up.
