Samsung Galaxy Watch (Verizon LTE) does not receive texts when primary cellphone is off

Why don't I receive text messages on my Samsung Galaxy Watch-Verizon LTE version (from my primary cell phone number) IF my cell phone is OFF (Verizon LTE version of watch). If I want to leave my cellphone at home and off, the watch will receive calls but no texts that are sent to my primary cellphone number. Any work around?

That's assuming that there's a SIM card in the watch - is there?
