I have a LG by T-Mobile and it has locked up on me. Can I unlock it from a public PC?

I have a LG by TMObile and it has locked up on me.

When I try to put my code in to access it, it's like it is putting in something other than what I typed. It won't even allow me to unlock it. I can't do anything, is there a way I can unlock my phone from a public pc?
