Question about purchasing Nexus S

I'm asking a shipping forwarder to purchase a Nexus S for me from Best Buy. Since Best Buy isn't shipping to forwarders, they will have to pick it up from the store.

When they got there, a Best Buy rep told them there are no "open line" phones. My forwarders are from the Philippines where "unlocked" is more commonly called "open line".

Now my question: Are all $529.99 Nexus S's from Best Buy unlocked or do some of them come locked to T-Mobile's network?

All Nexus S are unlocked. They are only locked to T-Mobile's network if you get a two year contract.
