[Network unlock problem]

I have a Samsung S7E that I bought from Best Buy that was on At&t.
I have tried for at least 3 weeks to get a unlock code for the phone.

Talk to At&T in the stores., Requested a unlock code on At&t.com/ device unlock code.
The At&t rep asked have you ever had this phone replaced or anything. No !
Spent 2hrs and 30 minutes on the phone and a At&t rep said I see the problem.
And I will create a case and sent it to the people to solve it above me..

Best Buy sold the Sold this phone to somebody else. And then they brought it back.
And Best Buy sold you the phone.

I Asked the phone had plastic over it.
Best buy pulled the plastic off the face of the phone, Put a sims card in the phone. Charged me for the sims card.
Transferred my Data over.
How am I suppose to know that they sold me a phone that was used as a new phone.

They made me sign a device agreement for at least a month to get a VR viewer and I think it was a SD card too.

I waited a month and a half and paid it off.
Think I went to a At&t franchise store. And tried to write a check or pay cash and they said they would only take a credit card.
Needless to say I paid the phone off.
And I'm having all kind of trouble getting a Device unlock code for a phone.
Now today I call them and they give me a case number.
Something about the extension they need to get to, nobody is there.
I will have to wait up to 3 more days and somebody should contact me.

What does it take to get a phone unlocked.
