25 second delay to complete call

I've only had this phone a little over a month and I bought it new. Whenever I make a call whether it be to another phone or to voicemail it takes anywhere from 20 to 30 seconds for the phone on the other end to start ringing. I just have dead air though the phone display indicates the call is being placed. Anyone have any idea what may be goin on?

I've experienced the same thing on other phones, and always suspected a network issue.

Could very well be a network and not a phone problem. I tried a couple of calls from another location and they were much quicker to connect.
