After a reboot, all of my previously open apps show up again before I have even run them - ?

In the past, when I rebooted a phone and then tapped the recent apps button, it wouldn't show any because I just booted the phone. Basically cleaned everything out. When I do it on the 6P, everything I had open before the reboot shows up in the "carousel" of open apps after the reboot. Does it reopen everything in the background after a reboot? Is this a "feature"?

Feature. Started with Lollipop, I think. I don't think the apps are opened, though.
