Alarm used to tell the time, but option is gone

Previously, I had a setting with my clock/alarm that would also tell the time when going off. My phone recently did an update (android version 9) and the option to speak the time during the alarm is also gone. Is it that way for everyone else? or do I have some weird setting elsewhere that is causing this?
