Allow shortcut SMS-message (data rates apply, again) - Note8

On my Note8, I accidentally disabled the shortcut text messages to allow 4 or 5 digit numbers that says"data rates apply". Does anyone know which setting to enable or Allow it again.

I called the carrier T-mobile and everything is set correctly on their end. They transferred me to Samsung, level 1 and level 2 support and they could not help fix this issue either. Samsung couldn't find anywhere in the Messages App settings to allow permission so they had me Reset Settings and restart the phone but that didn't fix the problem.
 
Experienced same issue on Galaxy S8...try accessing Settings > Apps > Drop down menu (top right or left) > Special access > Use Premium text message services. This should allow you to select: Ask, Always, or Never. Good luck!
