On iphone, you can go into field test mode. On Samsung Android on Verizon, you would need to root and use *#0011# in the dialer.

Speed wise if you see download speed over 80mbps or upload speed over 20mbps then you are on XLTE.

Yes but are you sure that you are on band 4? I am in LA which has xlte, but depending on where I am, I might not get xlte

According to this yes. Ran another test after checking, same results. Possibly due to high traffic. Most people here have verizon and we only have 2 towers.
