Unless your device is carrier-branded, the update comes from Google.

I got my update last night. Odd how it works out - I checked for updates when I got home, then again a little later, a few minutes after the second time (with it saying no updates, mind you) I got a notification that the update was available for download.

No, my Nexus isn't locked to any carrier. My update arrived this morning
