Android and location data collecting question

I'm sure this belongs in a general Android forum but I check this one often enough and fear i'd forget about this... Sorry guys...

So I've seen Maps pop up in Watchdog A LOT using 45+ of my CPU when I don't even use it (big battery killer). I've read lots of people on other forums having this problem, mostly on google's bug reports or whatever. I had a theory, might be proven already but decided to experiment a little. I reflashed to get the setup wizard to where it prompts to allow google to collect location data - thinking this is why Maps keeps opening on its own. I didn't check it, basically saying no.

So far, Maps hasn't come up at all since doing this, thus solving my problem with it. However, I also noticed on Location and Security in the settings, "Use Wireless Networks" to find my location was disabled (always enabled prior to trying this). I would like to enable this to speed up finding my location when using GPS, to use this for other location apps that don't require exact position and take less strain on the battery for that purpose as well.

What isn't clear is does checking that ALLOW google to collect location data then? The only reason I ask this and am concerned is when the initial prompt to allow or not allow this in the setup wizard, it says you can change this permission in Location and Security but there isn't an option to do this here. With wireless networks disabled here this time, it leaves me to believe this is associated with that. This is just one area that needs a little more transparency from Google, but would appreciate if anyone could help answer this. Thanks.

PS: If it matters, I'm on the AOSP 2.3 ROM for the Optimus S
