Android considers my country uses DST while it's been 3 years since we changed to no DST

I'm from Uruguay, and Android timezone for Uruguay has changed to GMT-0200 while it should be GMT-0300. Since 2015 we don't use DST any more but the phones keep changing the time so we need to set the timezone to another country in GMT-0300, which is a pain, since that should be fixed on the servers that provide the GMT-0200 wrong timezone for uruguayan users.

Is there any official contact where we can send this issue to, since this affects a whole country and it's been an issue for 3 years in a row, twice a year.

@NexusGirlX that is not a fix, is a patch. My question is about the source of the data used in Android "Is there any official contact where we can send this issue to", didn't asked about how to fix it on my phone, I already know the date and time options.
 
Yes, there is. Go to Settings. Then use the search bar to look for feedback. Send it as feedback - it goes to the software section. That's where it has to be changed, so they'll get it.
