Annoying popup

Last time I got my new smartphone. Last time I did turned off TikTok notifications. Today I still got TikTok annoying popup, Why?

That "Mobile Services" app might be something that was preinstalled (either by Motorola or your carrier) to serve up ads as notifications. If you long-press or partially swipe that notification, do you get an option to adjust the alert settings? If so, you should be able to turn off notifications completely from that app.
