Yup. 100% location services. No updates at all. I'm still waiting for lollipop for the active, and my carrier hasn't updated in a long time. No idea why GPS only gets rid of it. But it does.

It was in my Google Phone app. Going into safe mode didn't help because evidently this app loads even in safe mode. It went away when I turned off Settings/Sounds & vibration/Screen locking sound.

That menu in the Phone app is simply sending you to the system settings. The system settings do have phone-related sound options, but it's still a system settings menu, not specific to the Phone by Google app. Confusing, I know.It is "Phone by Google".
