"Invite" is really a loose term here. It does not appear anywhere on the site. What you do is simple. You go to your main stream page (or a circle). Then you write something and click on the "share" link. That is where you can add Gmail addresses of people you want to get your note. They'll receive your note. Hopefully the note will include a "Join" button.

it is showing up. I actually did it twice. once with my friends circle, and another I created a new circle for.

I didn't send it to a circle, I just typed their email in where it says "Add circles or people to share with..."
