Pixel owners get Hey Google also.
I can say hey Google and my assistant opens. This is my first real Android phone so maybe I'm misunderstanding your question?
I have the 9 plus and my options for Google voice setup are greyed out. It worked fine on my Note 8 and I believe I had it on my S8 plus before thatI don't have anything Google home. And I have a S9+
Coming from the S8 to S9+ I figured I'd also finally see the "hey google" option for assistant. Nope. I also tried the beta Google app. Still nothing.
I'm wondering if only owners of Google Home devices get the extra phrase.

It only asked me to say "ok Google", but in the help section it says that on some devices you can also say "hey Google" to access the assistant.When you trained the assistant voice recognition, did it ask you to say both "ok Google" and "hey google"?

I said ok google three times in the training and I can still say hey google and the assistant opens up.When training the Voice model it only asks you to say OK Google but if you say Hey Google instead it will change and ask you to say Hey Google again, then once more
Mines grayed out which is weird.The app isn't called "Hey Google." It's called Google. And then you have to turn on the "Google Assistant" feature. Go to the settings of the Google app, and right at the top you should see settings for Assistant. That's when you'll get asked to train to it recognize your voice.

I've tried this on 2 S9+ phones. Doesn't behave as you describe. Both pause and don't respond to "hey Google" during training.
