App folder settings not being saved after powering off?

Anyone else having this issue? I'm with Verizon. Seems like everytime I put apps into their folders under the "apps" button/tab and power off, they reappear individually and not in their folders next time the phone gets turned on. The folders are still there though. The folders used on the main screens are fine though.

I'm with at&t and it's doing the same thing.
