App for simple streaming audio, perhaps by geo coordinates?

Hello.

Is there a app, protesters can donwload and see audio streams from the users nearby?

Idea:
ONE stream played by many protesters is a "big speaker", and not is not disengageable.
And for easier findability, only streams from nearby are displayed.
Maybe with the possibility to stream also from home (set geo location).
Or with the same app on smartphone, but with the option to play also the stream at the same time (Just as delayed as the stream).
