App permissions-initiating a phone call

I use an app that shows what permissions the other apps on your phone have, like Basic Permissions, Access contact info, access media files, and act on your behalf. Under the category of "Act on your behalf" one item is "post on your behalf" which I don't allow. One I see now is "Initiate a phone call without going thru the Dialer interface for user to confirm the call being placed".

So does this actually allow the app to make a phone call without you knowing?
 
I see it in several. Facebook being the biggest concern. Another is LDS Tools which is a member directory for my church with address and phone numbers, which lets you dial a member from the app.
 
Things like this are always tough to make a judgement call on. Facebook is theoretically safe, but some people are starting to dislike what Facebook and the app are doing.
LDS tools... I'm just not sure. I would contact the developer and ask them to explain why.
